Upload Limit for me?

Can on WORKGROUPS , administrators setup such a thing that their users can't upload files more than blah blah mb. and if yes then how can a user detect how much file size can he upload?

across a local lan? i dont believe there is anything to restrict this.. I havent crossed it.
