Default Taking frames from a video

Sorry if this was psoted before, couldnt find anything under the search. ANywho, is there a program that will take a video file and save the frames? I.E. Take the frames a make them there own image file? THanks.

VLC has the option to do a snapshot of the video while playing.

i think you can do this with most video editing applications. I know it is easy with adobe premiere or premiere elements.
