Why are you using an IDE controller? Are your internal IDE ports filled? What you may need to do is install windows on an IDE drive attached to the motherboard, install the drivers for the IDE controller, and then transfer the drive onto the controller.

i just upgrade my system so my sis is incorrect .. sorry about that . i tried doing that but either my hdd or drive has to be connected to the IDE controller ...
