well simply u can log onto admin account in normal mode just press Ctrl+Alt+Delete and the welcome screen will disappear and a logon will come out
change the username to administrator and u will be lucky if it's not password protected

and u can change the password without any tools but i tell u what it's much easier to reinstall.. to fresh things up

How do i access the website or copy the program onto a cd and use it if I cannot even log on my pc?

Looked at the ERD Commander tool, you need to fill in credit card info to download. That kills the fun. So i found a utility here that should do the trick

NTRecovery

Download it and burn it as an ISO image on a cd. Boot the cd, set BIOS if the cd doesnt boot. It will allow you to change your password(s).
