Sharing programs in XP home

Is there a way that I can make it so that if one user installs a program it goes to all users? The only way I can do it now is to install the program to "shared documents", but I want them in "program files". The box in the dialog box that you can normally check to share the folder is not checkable, it says "All the options on this tab are disabled because this folder is used by the operating system".
