To edit .pdf files, I think you'll need to buy Adobe Acrobat. Not the free reader, but the program that actually makes the .pdf files. .tif files can be edited with Paint Shop Pro or OpenOffice. PSP costs, OpenOffice is free

The Adobe program is about $300 or so, I would try to see if you can convert the file to some other program...
