Have you gone into the desktop properties>settings>advanced>monitor to see what the refresh rate is set for there? With the video drivers removed you are now seeing the Windows default refresh rate. Apparently the system file checker found something else and repaired that. Now you will simply need to install the correct drivers. The sfc /scannow does correct many things at times. Your description of alternating buttons does sound more like a bug in the works.
