DDR 2 has faster memory clocks than DDR 1, but has higher latencies, although the higher memory speds make up for it.

Exactly.

DDR generally only goes up to 200Mhz (DDR-400), where as DDR2 generally goes up to 333Mhz (DDR2-667), however they make memory that goes up to 533Mhz (DDR2-1066)+.
