Default Windows XP Shut Down - Restarts computer instead

I'm having a problem, when I click Turn Off Computer to shut it down, it restarts instead. At first i thought it was just windows, but I formatted and reinstalled windows and it's still doing it. What else could the problem be?

I'm using Windows XP Pro SP1

I am thinking it is something to do with your power supply, but i am not 100% sure on that.

My Win. ME laptop (I'm just saying ME to give everyone a better idea of it's age) is haveing the exact same problem. I'd like to know why too...

I had the EXACT same problem, my Power Supply had an incompatibility with the motherboard's bios, I installed the latest bios to it and now it works perfectly.
