size of windows in XP Prof

My problem/annoyance is the size of newly opened windows in IE 6.0. All new windows,as well as, Ctrl/N windows open to approximately 1/2 size. I have manually stretch them or double click banner heading to get full screen. Once stretched, the windows can be used full screen until closed. Can anyone help? I had the same problem in Outlook Express but when manually stretched, the windows continue to open full screen.
