Default Baffled with new Windows XP Installation

This one has me stumped! I run XP on my primary HD (20 G) - works great. Just installed XP on a primary partition (30 G) on my secondary HD (200 G) - I want to set up an Internet business and want to keep it separate. Only programs installed on the new partition besides XP is System Mechanic and Kaspersky AV. Everything installed perfectly. Now, I can't execute anything. Can't get into SM to optimize settings. Can't even shut down XP (have to reset). Nothing is working.
Any suggestions?

K6-III 500 MHz
512 Mb SDRAM

so what exactly do you mean by "execute"?
Is it just *.exe files?

Can you load programs if you go to their install directory and load the actual program? You know, is it just a problem with shortcuts or programs in general?

try going to Start>Run>and typing notepad>Press Enter
If that works, download HiJackThis (http://www.merijn.org/downloads.html) and post a log here. It's pretty easy to use and it will help us see if you might have a virus that is causing this.

Also, from the Run box, (which can also be accessed by WinKey+R) type cmd in the box and see if you can open a DOS window. It might help us find out what you can run so there might be a way to fix your problem without losing any data.

I have a question - you installed xp as a second operating system and did so on a different physical HD than your first operating system? Does that work? I mean, I thought all of your OS's had to be on the same physical drive.

Let me know if I am totally missing the point here.
