Labtop Problems

I need some help on either formatting my HD or re-installing windows. Upon start up, before i can get to my desktop a black screen appears saying

Loading PBR for decriptor 2....done

A disk read error occured
Press Ctrl+Alt+Delete to restart

Once you do that it comes back to the same screen. I have no clue what to do. I have a dell inspirion 8600 if that helps at all. Thanks in advance

*bump* sry =(. Ive called tech support and they dont really know what the problem is either. Any clue on what i should do?
