Error while installing and running certain programs

Wininet.dll File is linked to missing export CRYPT32.Dll:CertControlStore
I get this error while trying to run Microsoft Publisher and Installing AOL 9.0

is there a way to open a .cab files from the windows 98 cd to replace the dll files

I got it. The SFC command works every time
