We need a little more information... please check these things.

Is the CDROM drive plugged in?

Does the Eject button work on the CDROM drive?

What IDE Socket is it plugged into.... 0=Primary, 1=Secondary

Is the CDROM drive enabled in BIOS?

What is the Jumper on your CDROM Drive and the HDD set to... Master, Cable Select or Slave?

What happens when you put your Windows98 CD into the CDROM Drive?

Open windows Device Manager and check if there is any CDROM drive listed?
Does it have any problems listed?

the jumpers are on the back of your hdd and cd drives, they set the drive to master/slave/cable select, the proper settings should be labeled on your drive somewhere. The IDE socket should be labeled on the mobo.

Theres only 4 sets of pins. Trial and error will give you the solution. In most drives

Master
[x]xxx
[x]xxx

Slave
x[x]xx
x[x]xx

CS
xx[x]x
xx[x]x
