Default UPS voltage? APC Back-UPs 500

OK, I got a couple bad UPS's that my work was just going to toss. Once I got them home and inspected them, one seems to have a bad board and the other a bad battery. So just put the good battery in the good unit

It seems to work, but I checked and the volts coming out the battery backup outlets is only 80v(when it's on batteries...) I had a UPS a while back that gave me 100v, and the software began going crazy...

So, I grab a new one from work and give it a shot. On battery, it only gets 78v Realize this is a brand new one, should be charged as well. I don't get it. I thought the safe range was between 110-130 volts, or so.
