Unable access into "Local Security Policy" on WinXP Home Edition SP2

Hi, everyone!!

I using desktop PC with Windows XP Home Edition SP2. I realized that administrative tools.....

1.Component Services
2.Computer Management
3.Data Sources
4.Event Viewer
5.Microsoft Net Framework 1.1 Configuration
6.Microsoft Net Framework 1.1 Wizard
7.Local Security Policy------>( THIS ONE DIDN"T APPEAR INSIDE Admin Tools)
8.Performance
9.Services

I wan to access this tool "Local Security Policy" but my admin tools didn't listed out this tool.... How to find it and run ?
