Default cpu and memory speed testing

Background, this is my first post, so hello to all,and I am a ubernoob at PC's so please do not be frusrated by my ignorance!
The question starts with me just trying to make sure my new comp is set up properly. (OCing seems interesting but yoou gotta crawl before you can walk eh?) I have a AMD64 3400+ Asus k8v deluxe msi 5900xt 128mb 200gb wd hd raid 0 1gb ddr 400 pc3200 ram adiogy 2 6.1
Ive been lurking for a couple of days and read where the mod suggested in a post to download cpuz, so i did and ran it.
It showed that the processor clocked at 2400 Mhz and the HT and 200Mhz the multiplyer was 12. I went into the bios and found uner the HTT settings that the speed was set at 800 Mhz. is this correct? Why is it set at 800 but clocks at 200?
Next question also using cpuz my memory clocks at 200 Mhz, I thought that PC 3200 is supposed to run at 400Mhz. I went in to b the Bios and the settings were LIMIT 2:1 (400 Mhz) I still dont have a clue as to all the other settings and what they do but I'm learning!
Like I said I am still in my infancy here but trying to catch up, need all the help I can get!

1. The net clock, 2.4GHZ is correct
2. The HTT is set correctly
3. The BUS is set correctly
Of those three values, only #1 and #3 have a relationship, the HTT is something else

PC3200 = DDR400 = 200MHz (notice the terminology)
