Default Changing the PCI E FREQ

What does that do exactly? does it increase your vga preformance?

No, it's similar to what happens when you raise the bus speed of PCI and AGP, it just causes stability issues once you get past what the card can handle.

As far as I know it doesnt have any positive impact on performance in any way, but you may want someone else to varify that since im not 100% sure.

I'm pretty sure it helps your GPU. Think about it. If the bus speed is faster, then data will be transferred faster. Which means improved performance. However, raising it a couple of Mhz isn't going to noticeably increase performance.
