Default Converting 352 x 288 video frames into HD

Hi
I wanted to know is there's any software that improves the video quality?
I mean to say that convert VCD/DVD to HD conent?
If yes so please tell me

And I have an Idea to convert them. See careful the following

When we open a MPEG 1 file (352 x 288) in Windows Media Player, it opens in a short small box. After when we fullscreen it, its quality reduces. The video which is in short small box is, however a HD. When we fullscreen it, it becomes blurry and its fildelity decreases as we compare it from that box.
Similarly, the screen also matters. This small box as seen in 10" monitor will be look like 50 x 80 frame size. In 17" inches, it looks bigger. In 25" we'll see its frame size, as the screen size increase, is increased (virually, but not truly.) If we use 30" monitor and play a MPEG 1 (352 x 288) file on it, it will look HD if we cut the screen to 17" and we'll see only that small short box, which is now Bigger (due to screen size increased.). If we cut this 30" screen to that small box, it will look like HD (even it is MPEG 1).

Can somebody make a software that makes imagination of the above? And increase that small short box?

Please send your suggestions.

Nope. Take an image, shrink it down to that size, then try to blow it back up... You just can't without loosing the quality. There are filters and what not you can use to help out and sharpen it, just as with a regular image. However, nothing would be the same as say regular TV resolutions.
