Default what do I need to do this...

Ok, im making a budget computer. What I want to do in it is Animation, video editing, gaming and multitask. I want to be able to run Adobe Premiere and Photoshop/imageready at the same time without much slow down. I want to be able to play some of the new games out there, not necessarily at max settings, but at high (but definitly be able to play CS source at max settings). That being said, what kind of build would be able to do this? Is the Athlon X2 3800+ good enough to do this?

ya a 3800 should be perfect for that, even a 3500 id say

Is that Mobo any good? Its pretty cheap, but the ratings are high. Also, can I get an idea about how much this system can do? What difference would I see if I upgrade it to a 4200+(which is like for only 35 bucks more)? Also, the hardrive is OEM, what is missing if its OEM (or what does it mean) ?
