An "unexisting" file? What operating system are you running? On an old dos through Windows ME system using Fat16 or Fat32 when a directory name was removed using the "RD" command the files and folders in it are still left intact and inaccessible on the hard drive. For a directory that can't be opened you would use the "Deltree "Name of directory" " command at the dos prompt or through a dos window to see that removed. If an application using that file is running you would have to disable that first in order to delete the file.

For speeding up dialup connections there are spftwares like Active Speed available for temporary try out and purchase. http://theware.net/connection/

Do you have a file name or are just seeing a message about this file? Your figure for the file's size has to be corrected a little here however. Is the size 173,300mb, 17,330.0mb, 1,733.00mb? A 173,300mb figure would be 173.3gb. It sounds more like a smaller figure of 1.733gb. That would be 1gb 733mb.
