Default Only 1 speaker gets louder

For some reason, when the volume is all the way down (it doesn't completely shut off until you turn the speakers off) then both speakers work fine and sound comes out of them both evenly. But when I turn up the volume, only the left speaker gets louder. I've checked all over the control panel and all of the settings have both speakers balanced. Also, when I plug in headphones, it does the same thing when it's on "stereo", but when I change the headphones to "mono" then it's fine and both sides work evenly. However, the speakers don't have that setting, so I can't do that.

Any ideas?

MSI MS-6730 Motherboard, 2.53 GHz P4, 512 MB RAM, Radeon 9600 Pro All In Wonder.

Oh yea, and it's the on-board sound, C-Media AC97
