New laptop hard drive install problem

Hello, I got a new hard drive for my toshiba 3110ct. I am trying to install windows and first I cant get it to boot off my external CDRoms, I have both usb and pc slot. I get it to boot off my floppy drive with my os on disket but under the "setup" it says it cant continue because it cant find a cd Rom. What do I do? I have a few different operating systems on both cd and floppy. Thanks for your help...
