Default dual core centrino question

OK. So I have a T2300e 1.66 dual core IBM z61m. When I use a portable mode obviously it decreases the processor speed. So when I go to the my computer properties it says 900 Mhz for performing speed. Does that mean I am performing really at 1800 Mhz? How does that work exactly? Does it turn off one core or something?
