Question Quiet fams: via PSU or mobo

Mobos have pin for case fan connectors. Can these mobos control the speed of the fans, or is it better to use a fan regulator or PSU that has fan controls?

I am looking at the Antec True 550W PSU - which controls the case fan speed - but I assume does this based on ambient temperature. I am wondering whether to mobo can control the case fan speed based on CPU temp.

Also, those fan speed regulators look pretty lame. I mean the LOOK nice, but seem like a bit of a gimmick.
