The best place for a forum, would be paying a monthly fee for a host and installing your own

Well I don't think the name (length) should have anything to do with your forum. I think you should look for the free ones that provide you with all the things you find neccessary, like what you said above... won't shut you down for inactivity.

As for the name, you can use free services such as URL Masking/Forwarding that you can also find online that will give you something that you like.

For example, if your forum was indeed www.forumname.ihodnfuoadsnboinsdafnjal.com, and you wanted it shorter.. Use the URL Masking/Forwarding service to make one such as.
http://forumname.hk.to ... etc..

Here are some examples of those services I'm talking about:

I know, but it's just a back-up for the psp forum I use now, incase the forum owner decides he hates us and shuts it down.

The best place that I used to run a forum was http://www.invisionfree.com They provide really good free forums that are skinable and all sorts, although the only problem is you can't backup the database that it uses. But the forums themselves are great. Also a quick trick, use a free DNS service so that you don't have to type in the address they give you.
