Default keys and folder problems

first the keys, I am using 2 languages on my PC. by pressing CTRL+SHIFT it should shift to the other side, it doesn't. well I had more key problems but this is the bigest, because when I use instant messaging and I use both english and the other lang, it mixes up and they don't understand what i'm saying. oh and left CTRL+C/V don't work, right SHIFT and more.
So I thought its probably a problem in the OS and when I format the whole problem will be gone. But I was wrong. I just formated the computer and the problem is still here !!!! I thought it was a software problem. can it be a hardware problem ?!?!

and secondly, I don't know, I just formated as I said, and the computer is kinda slow. there's my PC's specs:
Dell Dimension 8300
P4 3.0 GHZ
1 GB RAM
128MB Radeon 9800

can it be the firewall? I installed this time Outpost. Before the format I had sygate. Whats better? truth is this outpost is pretty annoying. It asks me for premmision for eveeeerrrryyy step the computer does. by the way I have NOD32 for AV.

secondly, the folder. something very weird. when I double click on a folder I expect it just to open, but instead it opens the folder's properties.

WHAT DA HACK IS WRONG WITH THIS COMPUTER ?!?!?!
