Can you block ips from accessing your computer...

... if you dont have a proper firewall? I have Service Pack 2s firewall although i have scanned my computer fully with avg anti virus, and it found nothing, although porn and other stuff came up. I scanned it also with adaware and that found loads of stuff, although i think the person hacking me was able to install the stuff on my computer. I have his ip address

i nicked it off netstat in cmd

but i dont know how to forcefully block peoples ips off my computer without a firewall.

Can someone please tell me how to forcefully block ips without a firewall or using SP2s firewall?

arg sp2 firewall sucks ass i just went and got zonealarm the free edition which is working fine for me..
ty bear, but i just found out i can use my proxy ip instead.. so they cant get in
