Is there a P4 at 4.0? i thought the stock speed was 3.8 for the highest one.

3.8Ghz is the highest stock, unless hes buying from a company that sells it with a motherboard, thats pre-overclocked.

Most likely because you were running something that can't utilize both cores. The p4 would run better because (most) games, etc.. are not written at this point in time to use both cores. Although the pd would perform better when running several applications at once.
