Default Computer won't shut down sometimes internet very slow

I've had problems shutting down and starting up my pc for quite a while and when I reinstalled windows xp because I accidentally deleted the partition it went away but now my computer takes forever to start up and it will just stay on the screen it shows before it shutsdown but it will never actually shutdown. Now everything I do on the internet is very slow. I also sometimes have freezing problems when I leave my pc on for a while but I think that is because its overheating.
