Default PC upgrade

I am gona buy a desktop PC when the Vista comes out but at the mean wile I would like to upgrade the old pc that is setting on the corner of my basement.

Upgrade requierments

2.40 GHz or a little higher or 3.0GHz HT if with in the reach of my budget
1GB of sdRAM (or faster ones if possible)
a cheap master drive that is fast and queit.
A video card with TV out and can let me play ragnarok online 2 at the hightest setting. If it is to expensive than just a video card with no video out. Will i be able to use my old video card and new video together? or will it lag the performance of the new video card?

Here is the old PC

Sony PCV-RX550
1.5GH intel(R)Pentium(R)4 Processor
400MHz Front Side Bus
512MB px-133 SdRAM
NVIDIA GeForce 4 MX4000 (will that be able to play RO II at thehightest settings?)

I know with the current mother board my requierments above is impossible.

All i have is a case, and couple dvd burners.

So i will need the following: All of them need to fit in the sony case.

Mother board with three RAM slot or more if i can use my old RAM. If the budget is enough upgrade to DDR or DDR2
video card
master hardrive
CPU
cooling
power supply, if the one in the old pc does not meet the requierment for the new Upgrade.
RAM - the old pc has two 256MB of px-133 SdRAM (512MB) If possible i want to keep useing these two Sticks of RAM and just add 512MB more.
Dvd burner- All ready have two Dual dvd burners

USB2.0 does it come with the mother board? or do i have to buy it?

Basicly i need to build a computer that will fit in my old sony case. All i am gona use it for is play RO II and watch dvd. nothing ealse.

Game Requirements

Min System Requirements:
Pentium 4 CPU, 1.4GHz
512 MB of RAM
GeForce 3Ti/Radeon 8500
Win 98/ME/2000/XP

Recommended system requirements:

Pentium 4 CPU, 2.40 GHz
1GB of RAM
GeForce 4Ti/GeForce FX5700/Radeon 9000
Win 98/ME/2000/XP

I only want to spend 350-400USD on it. so i need the cheapest parts with fairly good performance.

I have a feeling that it is inposible with that amount of money, just help me pick some parts so i can play RO II at the hightest setting, nothing ealse.

Do i need to buy a BIOs? or does it come with the mother board? Can i use the windows XP that came with my sony PC(the recovery disks)? or do i have to buy Windows xp too? If i have to buy XP don't include the price for it on the build

You really need a whole new setup, so $400 is very low. This is what I would recommend:

Core 2 Duo E6300 1.83Ghz - $180
LGA775 Motherboard - $60
1GB DDR/DDR2 - $100
7600GS - $110

Total is around $450, but you could cut back on a few things if you need to.
