Default windows start up

When I start up my computer i get this message sayinh '' windows did not start successfully a recent hardware or software change might of caused this." But i have not touched my hardware or added new software. I then select to start up windows using safe mode but my computer just resets. But when I select to start up windows with last known goo d configuration or I select to start windows normaly my computer will just continue to reset. My computer is an eMacine T2958

last time I saw that message on my XP when i had a bad hard drive.

My DVD drive isnt working and my computer keeps restarting when the windows start up screen appears. if I buy a new drive will I be able to run my windows xp dvd and reinstall xp?

I bought a new dvd drive but when I put my xp disk in to reinstall xp the disk is still not being read what should I do?
