Default Accessible Problem

I’m using a notebook HP Pavilion zt1180 with a XP operating system. The problem I’m having is that when the ‘guest login’ is used some software is not accessible, specifically internet access. I can’t get a connection. When I try to check on my wi-fi connections the program doesn’t stay on the screen, it just flashes.
P.S.
Is there a way to control what programs a guest can use from their login.

Go into the administrator account and go into the control panel and somewhere it lets you change the permissions for different user accounts. I don't know where in the control panel it is and can't check because Im in Linux. Mabye wait for someone else to tell you.
