Yes and no.
- Quality probably yes. - Performance, with the case of the SoundStorm then there's no deficiency when using onboard; with other onboards then there's a hit to the performance albeit slight

I noticed a difference. In games I can hear lows that I use to not be able to hear. I also upgraded the speakers at the same time I moved to a better sound card so I not exactly sure if it the sound card or the speakers making the difference.

there is quite a big difference imo. the sounds is much clearer and as mgoldb2 says this means you can hear more of what is really on the dvd soundtrack, cd or game, the software which comes with the sound cards also makes a big difference.
