Default tracking someone???

My brother has a website, someone likes to post things on his guestbook that aren't quite proper. Is there a way to track that person? I know you can block them from using the site, but is that it? (Is that by I.P. address?) Can you actually find them and pursue legal action? Will the ISP give there identity or business name and info?
