Can a Micro ATX Motherboard fit into an Micro ATX Case only, or a normal ATX Case also?

A micro atx usually fits into both without problem. The width and mounting is just about identical while the depth of the board is less by only a few inches. In an atx case there's actually more room between the board and chassis once the board has been installed.
