Default CD Drive spinning but not reading,PC locked up,loosing hair, tsunamis', floods, hunger!

When I put any cd in even if its a blank one the CD ROM acts like its trying to read the disc but cant and sometimes locks up my computer and I can do anything but restart or wait for an opportunity to quit the task. When a CD is in the light is flashing on the CD Drive and I hear the clicking noises it makes as it trys to run but nothing, and my desktop locks up. I was able to at one time, run most CD's, now nonoe of them are working, not even a blank one so i can burn data. When I try to go into my computer nothing is listed while Drive is trying to read the cd, like My Documents, Drive C:,My Computer, Desktop etc.
PC specs are as follows:

WinXP Pro
AMD Athlon 1800 +
Phillips CD Drive and burner
EPox mother board with NVidia chipset
Standard onboard sound card

*cry's uncontrolably*

Have you tried obtaining the latest drivers for the disc drive?
