Angry ethernet card can't be installed

I am trying to make a network between my PC (XP) with Ethernet card, and my laptop (W98SE) with ethernet card.
The connecting cable to the 98SE is plugged in. In the meantime I am on the internet with that XP. The host (XP) says for LAN2 connection: one of the cables is not connected. So the diskette doesn't start and I can't install the software.
What did I do wrong??
