Hi,
I just got a program called Icon Changer and I was wondering if I would notice a decrease in performance if I change the icons on my computer of would it not make a difference? Thanks

Depends on the format. Whether if it is .ico or .png formats. .png, you might notice a difference if you replace every single icon. If just a couple, probably not. Also, not sure if your program needs it's own files, but if it does, it will also.
