Network Utilization

Hi, in the Windows Task Manager under networking, it has the network that I use for internet. For the network utilization, it says it is using anywhere from 2% to 20%, sometimes higher. What does that mean?

Your computer is using from 2 to 20% of the NIC's capabilities.
