Post Internet Problem

Ok, I'm attempting to help a friend with his internet problem because he cannot get on any sites. First off, I know he has a homepage hijacker, but I don't think that's the main problem. Whenever he enters a site URL, or clicks on a link, it shows res://C:\WINDOWS\System32\shdoclc.dll/navcancl.htm#(and then the website link) in the URL box and comes up saying the link was not found. Anyone know what this is and how to fix it?
