Default problem with new cpu cooler

IT WORKS GR8 but the fan don't move..but temps are way down...if i blow on the fan it will move, ver y SLOWLY and has sped up once, the first run anyways...is it 'cuz the board thinks the cpu is cool enough so it keeps the voltage way down? i also have two other fans sucking the air outta the cpu cooler...should i be concerned? tyvm for your feedbacks

im sorta confused on weither or not the fan is physically moving or not, if you have a fan that is not moving at all it could be a problem, depending on your case, heatsink, and or CPU....either way, there is no rule that says that you have to have a fan running at all times, you could just have a combination of a really kick ass heatsink, and a really cold CPU

well it would move, after i had to flick-start it (not enough voltage to move the fan on idle) and even after stressing the cpu to 45 degrees celcius the fan still wouln't speed up, so i spliced it into the 4 pin power thingy's that go to the cd-rom and hd's...i guess problem solved, it now idles at 91-96.8 degrees ferinhieght...depending if i'm playing muzic or not
