Default New System Sorta Working

Ok, so I just built a new system with the following:

E6600 Core 2 Duo
eVGA 7950 Superclocked
Asus P5NSLI Motherboard
Corsoir 1GB Memory Stick
Haughpage TV Tuner
Toughpower 650 Watt Power Supply
Windows Media Center

Here's the problem:

If the computer has sat for a while(hours) it will start up and run just fine. Boot windows and run normal. Then when I go to restart the computer it won't boot. It gets hung up at the bios screen or won't even get to that. Sometimes it will start to load windows then restart itself.

I don't think it is a processor overheating issue because the temp is between 50 and 51 Celcius everytime I check it.

I ran a memory check for 2 hours and there were no errors.

I don't know what to do. Any help or input would be greatly appreciated.

Do you get any error messages when it gets to the BIOS screen?

Try replacing the PSU with another one. Although your brand is quite a good one it just might be that your the one in a million who recieved a defective one. Also recheck if your cables are all connected tightly.

That seems quite high when compared to the temps other people have been having with Core 2 Duo's.
