turn if off, unplug it, take the battery out. put a new battery in, turn it back on.

What kind of Motherboard? I had/have an ASUS A8n-SLI Premium that did the exat same thing, power light on the board but nothing happened when you pushed the button and I replaced 1 motherboard and it didn't fix it so I RMA'd the MB and the power supply then we had life! I think it was the MB but I can't say for sure, all tests on the old PS said it was good.
Try switching the wires for the reset switch with the on/off switch, you will have to hold the button in but it should eliminate the switch as being the problem, good luck

well, first, where does it say what kind of mobo i have? whats RMA? and what do you mean by switching the wires for the reset switch with the on/off switch?

I don't think it really matters what kind of mobo you have but it should be silkscreened/painted on the board somewhere.
RMA is when you send something back for repair or refund (Returned Merchandise Authorization)
If you follow the wires from your switch to the Mobo there should be some wires that you can simply move around for testing purposes, you're on your own as far as which wires need to be moved but if you find out which mobo you have you should be able to find the information on the web somewhere or maybe someone else has an easier way to test the switch

i think im just going to buy a new mobo, is this compatible with my PC and is it better than my one now?(2002 dell dimension 8250) and are all motherboards compatible with computers? j/w also, suggestions for better ones up to $120 are encouraged

First off, a BTX motherboard would most likely fit certain 2006 and later computers, however, your motherboard is most likely ATX. The other main question is whether it is a standard motherboard or not. Could you take a picture of the motherboard?
