Default My Card Clocks

I discovered for the first time the information center in my ATi Catalyst Control Center. As I look through it I see it says my "Core Clock in MHz" is 506 MHz and my "Memory Clock in MHz" is 594 MHz. That seems weird to me because my core should be 650 MHz and my memory sould be 1 GHz, making it 2 GHz. Is it normal for it to be lower?

It could be just downclocked because you're not gaming, check the clock speeds when you're using a 3d application, it should be at full speed.

Perfectly normal.

The card slows down whenever you exit a 3D app going into 2D mode.
