No, alot of boards support quad core.

I know my motherboard supports quad-core with up to a 1333FSB.

Im pretty sure you just have to get a BIOS update or nothing at all to run Quad on Core 2 Duo boards.

obviously it is not. newegg has a bunch of mobos that support quad core, even more than those.
