Default have you paid taxes on long distance 2003-present? (US)

Nope, it's not spam...I just found out, and thought I'd pass along, that the IRS is refunding taxes on long distance calls made from feb, 2003, through aug 1, 2006, when the IRS ordered that phone companies stop charging taxes on long distance calling.
