You are not going to have a static ip, so it will never be the same. when you use DSL or Dialup, alot of times you get a VPN IP, with a cable modem, you get a DHCP IP, from the ISP's IP list, which sometimes is VPN as well. You are seeing an ip from miles north, because your IP is being routed through that location, so that is what has a hard IP, and what the website sees. its just like your router. it gives you a 192.x.x.x ip which is not a broadcast"able" ip, but the router will have the DHCP ip from the ISP that you are given.
