Default DVD-RAM drive problem

k my aunt has a Toshiba Satellite Laptop with a DVD-RAM drive. It will read already burned CD-Rs but will not read blank CD-Rs. She said she was able to burn in the past so it's not a compatibility issue. Awhile ago she had this same problem so she sent it in and they replaced the mobo which fixed the problem but now it persists. Any ideas on whats wrong?
