It sounds like you've got a bad stick of ram...try swapping it out into a different computer, and see if you get the same problems.

As for the mobo...the standoffs are installed properly? I made that mistake when I built my first computer....

This reminds me of my first build.

It turned out that it was my videocard that was beeping, not my mobo. because i had forgotten to plug this molex into it.

check all ur power connections! sometimes, you miss some.

Hey guys thnks for all the help I figured out the problem, it ended up being a bad PSU. I work at Bestbuy so I exchanged it for the samething Neo 550 and changed it in store. The new one ended up having the same problem, so I went with the BFG 650w and it works fine. Again thank you for all your help.

the same PSU, with the same problems? you probably had compatibility issues like the wrong motherboard power connector or something

I didn't even realize i needed motherboard standoffs when i built my very first computer, believe it or not the thing still works to this day.
